Another shot taken from the Champlain Bridge here in Ottawa (from the Quebec side).

HDR (3-4 shots, me thinks...I don't keep great track of these things) followed by tone mapping and some color corrections.

im not sure what it is, but i can see the clarity isnt as good as your regular shots, did u try unsharpen mask gently? might touch it up unless u want it really soft.

I may have gone a little nuts with the color work. I agree that there is little definition in the concrete, and I may have upped the color too much on the paint work. The other thing to take in mind is the amount of wind on a day like that, which really affects the shot (I generally use 4-5 shot HDRs, and even a tripod is susceptible to wind)...that's the trade-off to shooting those kinds of dark, low clouds.
